Balloon

2 Straw

4 Wheels

1 Long stick

Hot glue

1 Ice cream stick

Step 1: Wheel

Make wheel using button, hot glue and straw and stick as shown in the image.

Step 2: Body

Take ice cream stick and stuck the wheels as shown in the image.

Step 3: Straw

Take a big straw and stick it as show image.

Step 4: Balloon

Take a balloon and fix it as shown in the image to the straw with the help of rubber band.
